On 29 April 2005, USAID Enterprise Development Project (EDP) and the CIPA Examination Network recognized Tajikistan's top CAP Certified Enterprise Accountants, CIPA Course Trainers, and Local Training Partners at the 2005 CIPA Awards Ceremony in Dushanbe Tajikistan.


The Ambassador to Tajikistan of the United States of America Richard E. Hoagland demonstrated his commitment to education and accounting reform in Tajikistan by recognizing the best trainers and enterprise accountants whose commitment to excellence are helping lead Tajikistan's transition to International Accounting Standards (IAS). Ambassador Hoagland made the keynote speech and presented the top award to Tajikistan's Best CAP Certified Enterprise Accountant. Other esteemed guests, and members of the CIPA Awards panel of judges, included Peter Argo, USAID Tajikistan Country Officer; Fernand Pillonel, Head of EBRD's Tajikistan Mission; Baktiyor Muminov, Technical Director of Babilon Group; and Dilshod Begov, Financial Director of Petrotal. Local firms Babilon and Petrotal, realizing the benefits of qualified, professional accountants, generously sponsored the event.


The following accountants, partners and trainers received this year's to honors:

Best Enterprise Accountant of the Year
Winner: Vladimira Lyadskaya, CAP, Chief Accountant of NGO Jovid, Chkalovsk.
Runner-Up: Olga Zavgorodnaya, CAP, Accountant of First Category, Dushanbe Railway Station.

Best Local Training Partner of the Year
Winner: National Accounting Teachers Association (NATA)
Runner-Up: Tajik State Commercial University, Khujand.

Best Trainer of the Year
Winner: Abdumalik Mirzoaliev, CAP, Dushanbe
Runner-Up: Shuhrat Khojaev, CIPA, Khujand


In addition to the awards ceremony, the latest twenty Certified Accountant Practitioners (CAP) received their certification at the ceremony. This brings the number in of CAP certified accountants in Tajikistan to over 150. The USAID Enterprise Development Project also recognized Tajikistan's first Certified International Professional Accountants (CIPA). CIPA certification is the highest level of accountant certification under the program.

CIPA is an internationally recognized Russian language training, examination and certification program that independently certifies the competency of professional accountants. EDP Country Director Mickey Torreano, speaking of benefits of CIPA program in Tajikistan, told the accountants that the value of their certificates would only increase over time. "Many Tajik companies are now only hiring accountants with CAP or CIPA certification. CIPA/CAP certified accountants are also in high demand from international firms interested in doing business in Tajikistan. This demand will increase as economic development and increased foreign investment continue in Tajikistan."
